Safety, Training and Supervision Guide Coaches

The safety, training and supervision obligations and goals of Cooperstown Dreams Park are to have accountability of all campers at all times to ensure every camper is protected from any unreasonable risk to his or her health or safety, including physical or sexual abuse or any public health hazard.

Rights to Parent and Guardians:

  • To be informed by the Camp Director, or his or her designee, of any incident involving your child, including serious injury, illness or abuse.
  • To review inspection and investigation reports for a camp, which are maintained by the local health department issuing the camp permit to operate (present and post reports are available).
  • To review the required written camp plans. These are on file at both the camp and the Health Department issuing the permit to operate.
  • To remove or to sign-out any camper at any time they deem appropriate provided they notify the Camp Director or follow the Check-Out procedure as established by Cooperstown Dreams Park.

Responsibility of the Camp Operator:

  • To inform parents and the local health department if their/a child is involved in any serious injury, illness or abuse incident.
  • To screen the background and qualifications of all staff.
  • To train staff about their duties.
  • To provide supervision for all campers 24 hours a day.
  • To maintain all camp physical facilities in a safe and sanitary condition.
  • To provide nutritional and wholesome meals.
  • To have and follow required written plans for camp safety, health and fire safety.

Camp Notification: Cooperstown Dreams Park is a children's camp licensed by the New York State Department of Health. It is required to outline the rights and responsibilities of all campers and camp operators.

  1. Cooperstown Dreams Park is required to be permitted to operate by the New York State Department of Health (Chapter 1 State Sanitary Code, Subpart 7-2, Children's Camps).
  2. Cooperstown Dreams Park is required to be inspected twice yearly.
  3. All inspection reports and governing laws concerning Cooperstown Dreams Park are filed at the New York State Department of Health, Oneonta District Office, 28 Hill Street, Suite 201, Oneonta, New York 13820.

SAFETY

In order for Cooperstown Dreams Park to comply with the New York State Department of Health provisions pursuant to Chapter 1 of the New York Sanitary Code Subpart 7-2, the following requirements for safety, training and supervision must be adhered to:

Cooperstown Dreams Park is required to provide adequate, 24-hour-a-day supervision of all campers. No camper should be left alone at any time. For example, all players must be accompanied to and from all gates, practice field, and bath house by a coach over the age of 18. All players exiting the Baseball Village must be accompanied by a coach over the age of 18. Coaches are responsible for the safety of their players and their actions during their tournament date. Failure to comply may lead to expulsion from Cooperstown Dreams Park.

Coaches shall be at least 18 years of age and shall either have experience in youth activities and supervision of children or complete an acceptable training course.

All Coaches questions, comments or reporting shall be directed to Cooperstown Dream Park Directors, who have overall responsibility for supervision and reporting to the Dreams Park Camp Director.

Coaches and Umpires shall have their background and character verified through inquires, including coach's resume/umpire resume, character references, criminal background checks and/or Sexual Offender Registry. (See Coaches Resume Form and Umpire Resume Form.)

All Coaches must abide by Cooperstown Dreams Park “Rules of Dreams Park” and report any violations of the rules or any public health hazards (any condition which could be expected to be responsible for illness, physical injury or death) to a Cooperstown Dreams Park Director.

The ratio of Coaches to children eight years of age and over shall be 1:10 at Dreams Park. Cooperstown Dreams Park will have on file the Parental Authorization and Consent-Child removal from Dreams Park Form. (See Parental Authorization and Consent Form.) Cooperstown Dreams Park does not authorize any out-of-camp trips.

Violation of the rules will result in expulsion of your team from Cooperstown Dreams Park!

TRAINING

Special attention, emphasis and review should be given to this Safety, Training and Supervision (STS) Guide. You should review the STS Guide multiple times so you completely understand your role and obligations to the campers and to Cooperstown Dreams Park. You will be required to go through an STS training session as part of the registration process.

All Coaches must participate in a STS training as a requirement of their participation at CDP.This is mandatory for all coaches. Failure to complete the STS training will result in expulsion from participation at Cooperstown Dreams Park. Cooperstown Dreams Park will document the completion of STS training for each coach and Cooperstown Dreams Park employee. Such documentation will be maintained on Cooperstown Dreams Park premises for review by the NYS Department of Health.

Coach questions, comments or concerns shall be directed to Cooperstown Dreams Park Directors who have overall responsibilities for supervision and reporting to the Dreams Park Camp Director.

Evacuation

  • The Camp Director will coordinate the Evacuation Plan.
  • The fire evacuation/drill will be signaled by an AIR-HORN ALARM located at the Infirmary Building in the Baseball Village, Infirmary is shown on the Dreams Park map.
  • It is the responsibility of the Coaches to keep the campers together, conduct a roll call and execute directions as given by Cooperstown Dreams Park staff or a designated emergency official.
  • In the event that it is unsafe to assemble in the Dining Pavilion and an off-site evacuation is needed, evacuees will assemble in the parking lot to the north of the Baseball Village Dining Pavilion designated as “EVACUATION AREA” (Parking Lot C) shown on the Dreams Park map.
  • If the primary route is blocked, evacuees will exit their clubhouses through the secondary emergency exit and proceed and assemble in the Baseball Village Dining Pavilion.
  • Once a head count has been taken, all campers will be seated at the dining tables, as teams, inside the Dining Pavilion.
  • All campers will be instructed to remain in the Dining Pavilion until released.
  • In the event that an off-site evacuation is needed, evacuees will assemble in the parking lot to the north of the Baseball Village Dining Pavilion designated as “EVACUATION AREA” (Parking Lot C) shown on the Dreams Park map.
  • Once in the assembly area, Coaches will take a head count according to their roster. Dreams Park staff will verify each roster is complete and each camper is accounted for.
  • In the event of a fire or evacuation, parents/guardians of those involved will be immediately notified by telephone regarding the incident.
  • The Department of Health will be notified by telephone after the Dreams Park staff notifies the parents/guardians of the campers.
  • Evacuation plan signs will be clearly posted in the following areas:
    • At north and south exits of the clubhouses.
    • Near all exits in the Baseball Village Dining Pavilion.
    • The evacuation plan will be explained to all Coaches and campers through orientation.

In the case of a disaster at Dreams Park, the Camp Director will activate the Otsego County Mutual Aid System for EMS and fire personnel and equipment. The Dreams Park Camp Director shall immediately confer with the Office of Emergency Services to request activation of the Emergency Action Plan of Otsego County. The Dreams Park Camp Director and all Dreams Park staff will work with Otsego County Emergency Services personnel to evacuate Dreams Park and transport all Coaches, campers and guests to an approved shelter for the purpose of releasing campers to their parents/guardians and providing shelter, food, and transportation for all without other resources.

Fire Prevention

  • The Village and Field Maintenance staff of Cooperstown Dreams Park are responsible for removing accumulations of flammable debris from around the clubhouses and buildings.
  • The only flammable materials stored on the property will be gasoline, which is located outside the Village Maintenance building in an approved container. This container shall be under lock and key and shall be off-limits to all unauthorized personnel.
  • No campfires will be allowed on the Dreams Park property.
  • Fuel-fired heaters will be monitored by Dreams Park maintenance staff on a regular maintenance schedule.
  • Fire extinguishers will be located throughout Dreams Park in every occupied building.
  • Fire extinguishers will be inspected and certified by ABM Fire and checked weekly.
  • Dreams Park staff are trained to use fire extinguishers.

Electrical Safety

  • The Village and Field Maintenance staff of Cooperstown Dreams Park will be responsible for checking the height and condition of overhead electrical and telephone lines and the maintenance of junction and breaker boxes.
  • Dreams Park staff will monitor to see that extension cords are not used, electrical boxes are covered, electrical switches operate properly, and ground fault interrupters are tested, during weekly inspections.
  • An electrical inspection shall be conducted on each tent prior to opening and a copy of the inspection certificate will be provided to the Department of Health.

Fire Alarm, Detection and Reporting

  • Electric smoke alarms will be used in the clubhouses.
  • The Village Maintenance Supervisor will be responsible for testing and maintaining the fire alarm system on a daily basis. The Operations Team tests the fire alarm system prior to each tournament.
  • ABM Fire will train Dreams Park staff in the use of the smoke detectors and fire extinguishers.
  • In the event of a fire, Dreams Park staff personnel will call 911.
  • All emergency numbers will be posted in the infirmary, the office and at all Guest Services booths.
  • Prior to the opening, the Hartwick Seminary Fire Chief will conduct a walking tour of the facilities with the Dreams Park Camp Director to determine a fire-fighting plan. A copy of this plan will be maintained in the Cooperstown Dreams Park office. The Otsego Codes Department will also inspect the facility.
  • The Dreams Park Camp Director is responsible for reporting any fires to the Department of Health.

Exits and Exit Signs

  • All exits are clearly marked.
  • All exits are designated primary or secondary exits.
  • The Dreams Park Evacuation Plan is posted.
  • The Village Maintenance staff is responsible for seeing that doors are not locked against egress and the doors swing outward in the direction of egress for the clubhouses.
  • Cooperstown Dreams Park staff will ensure the clubhouses have sufficient space between beds for the exit paths. Village Maintenance staff will inspect Clubhouses daily. It is the Coaches responsibility to maintain them free of clutter.

Fire Drill

  • The Dreams Park Camp Director is responsible for coordinating the fire safety plan.
  • A fire drill will be conducted within the first 48 hours of each tournament.
  • An AIR-HORN ALARM will be sounded and identified.
  • The fire drill will be logged and timed by the Dreams Park Camp Director. Records of such drills will be maintained.
  • Participation is mandatory for ALL players and Coaches.

Weather and Weather Monitoring

  • Weather plays an important role in the operation of Cooperstown Dreams Park. The Directors of Dreams Park spend a great deal of time monitoring the weather so as to make decisions about the response to the current weather conditions. At any time when there is inclement weather, you are required to adhere to the following guidelines:
    • Announcements will be made by the Dreams Park Camp Director during weather emergencies.
    • Do not give any directions to guests unless you are instructed to do so by a Dreams Park Director.
    • If the Dreams Park Camp Director makes the decision to evacuate Dreams Park due to heavy rain or high winds, you must congregate in wooden buildings or in your cars. DO NOT GO UNDER THE TENTS!
    • Reassure guests and encourage them to go to safe places.
    • Report to a Dreams Park Director after the situation is resolved to determine what procedures will be followed for reopening or closing.
    • Be mindful of the possibility of wires and tree limbs coming down in heavy storms and keep a safe distance from them.
    • Think safety!
  • Dreams Park staff will monitor the weather on a N.O.A.A. Weather Radio (station WWH34, frequency: 162.425), which will be located in the office.

Lightning Plan

  • In the event of a lightning storm outside activity will be suspended immediately.
  • In the event that a scheduled activity is suspended by a storm, campers and Coaches will seek shelter in their Baseball Village clubhouses and other guests and family members will be directed to their private vehicles. DO NOT GO UNDER THE TENTS!
  • During Orientation all campers will be instructed to assemble in their Baseball Village clubhouses in the event of a lightning storm. In the event that campers are caught away from their clubhouses, they will be instructed to:
    • Seek shelter in the closet dugout.
    • Do not use any telephones except in an emergency.
    • Stay away from telephone or power lines, poles and tall, isolated trees.
    • Avoid wire fences, pipes, metal poles, and other lightning conductors.
    • Stay inside vehicles.
    • If in groups, individuals are to stay several yards apart.

Lost Camper Plan

  • Coaches must have their team roster and Emergency Information sheet with them at all times.
  • Coaches should move as a team, account for all campers, and alert Dreams Park staff for any lost camper.
  • In the event of a lost camper notify any park staff member. Coaches are not to form search parties; they are to stay with their teams.
  • An Operations Director will be contacted.
  • Coaches are to provide the lost camper's full name, height, weight, hair color, where last seen, and how the camper was dressed.
  • The lost camper will be called over the public address system, located at the Snack Shack (see park map), and the Dreams Park Lost Camper Search Team will be notified.
  • The Dreams Park Lost Camper Search team will begin checking areas in which the lost camper was last seen, all buildings, and Dreams Park perimeter.
  • If the lost camper is not located within one (1) hour the New York State Police will be notified and will take charge of the search.
  • If the lost camper is not located within two (2) hours the Operations Director will notify the camper's parents or guardians.

Medical Services

  • Medical personnel are available at Cooperstown Dreams Park, under the auspices of Cooperstown Camp Services, 24 hours per day, 7 days a week. All injuries of campers, families and other guests should be reported to the Medical Care staff. Cooperstown Camp Services will provide medical services to Cooperstown Dreams Park in the form of training, on site medical supervision and reporting as required by the NYS Department of health.
  • Medical Personnel - On-site Camp Health Director - Cooperstown Camp Services will provide an on-site (24 hours) certified Emergency Medical Technician who is primarily responsible for the implementation of the camp's medical plan. The on-site Camp Health Director will be responsible for providing medical care for the staff, Coaches and campers, either by direct provision of such service or by making the proper arrangements to have such services provided by appropriate health care providers. Credentials of all persons acting as on-site Camp Health Director shall be maintained in the camp medical facility.
  • Designated CPR/First Aiders - Cooperstown Dreams Park will have employees' who are American Red Cross Responding to Emergencies and BLS/CPR certified. Names of persons trained and level of training will be kept at the camp medical facility.
  • Reporting - All camper and staff injuries, illnesses and reportable diseases shall be reported to the Camp Health Director.
  • Daily Health Screening - Coaches are required to observe the campers and report symptoms of illness (loss of appetite, nausea, fever, diarrhea, vomiting, rash, etc.) or injury and indications of child abuse (i.e. frequently appearing injuries such as bruises, cuts and/or burns, where the child is unable to provide an adequate explanation of the cause.). Each day coaches will receive a communication from the Camp Health Director requesting that any signs of illness or abuse be reported. It is mandatory that each Coach respond to this communication.
  • Medications - All medications shall be turned in to the Infirmary on the day of registration and shall be kept in a locked cabinet in the camp health facility. The only medications that will be allowed to be kept by the camper and his/her coach will be properly marked inhalers and allergy kits. Only medications which can be self-administered by the camper will be administered on-site, with the exception of allergy injections. Any other medication which must be injected by another person (i.e., allergy shots) will be taken with the camper to the appropriate clinic at Bassett Healthcare for administration. At the time medication is self-administered or administered, the R.N. must verify the correct medication is taken by the correct person and document administration by noting in the medical log and the camper’s medical record, the name of the recipient, medication, and witness, and the date, time and dosage self-administered/administered.
  • Special medical needs will be reviewed by the Camp Health Director with appropriate referrals made to the staff of the camp and/or the appropriate clinic at Bassett Healthcare. Campers with special needs will be monitored by the staff and Camp Health Director as appropriate within a predetermined plan.
  • All medications shall be returned to the participant at the end of the participant's stay, and appropriate documentation of the return will be kept in the Infirmary. Any medications not given back to the participant shall be disposed of after the participant has departed camp. In no instance shall medication be kept and used for another participant or staff member.
  • Supervised self-administration - Medications must be self-administered by the recipient with self-administration witnessed and documented by the R.N. or L.P.N..
  • Staff notification of needs - All staff members will be notified of any individual campers special medical needs as appropriate and according to predetermined plan.
  • Heat exhaustion is a major concern when large groups of children play sports on hot days. All Coaches will be required to have a break in each game to provide water to the campers. The Infirmary will maintain a supply of cold drinks to be used in cases of minor dehydration, and will be prepared to cool campers by showers and maintenance of the camper in the Infirmary until determination is made to allow the camper to return to normal activity. More advanced cases of heat exhaustion and dehydration will be referred to Bassett Healthcare for evaluation and treatment.
  • Over exposure to sun - All campers whose parent or guardian has authorized the use of sunscreen will be instructed to wear sunscreen at all times during the day. Staff and Coaches will be educated to continuously monitor the use of sunscreen by the campers. The Camp Health Director will supervise any camper who is over exposed to sun in the Infirmary until a determination is made to allow the camper to return to normal activity.
  • Rabies - Campers and staff will be instructed not to go near any animals on Dreams Park grounds and to report immediately any suspicious activity of any animals seen on the grounds. There will be no food allowed in the clubhouses.
  • Child Abuse/Sexual Abuse - All allegations of child abuse and/or sexual abuse shall be immediately investigated by the Camp Health Director and the appropriate management and reported to the NYS Department of Health (within 24 hours) and New York State Child Abuse Hotline.
  • Isolation provisions - The health facility has two isolation rooms available for use to allow campers to be segregated from the main body of the campers and supervised by the Camp Health Director. In the event of a need for a large facility for isolation, the clubhouse immediately adjacent to the Health Facility will be designated as an isolation area, as it will be most expedient for the care and supervision of a larger number of ill campers.
  • Chronic Medical Treatment - The need for chronic medical treatment will be evaluated to determine whether such treatment is to be given on-site or whether it will be required to have such treatment given at Bassett Healthcare. Self-administration of medications, including insulin, shall be done at the health facility under the guidelines outlined above.
  • Emergency Response - The Camp Health Director shall have an emergency kit with supplies that can be transported throughout the facility for use in case of medical emergency. In the event a child requires off-site medical attention, an individual designated by the child's parent or guardian on the Camper Information form must accompany the child during transport, unless the transport is by ambulance, in which case the person designated on the Camper Information form must meet the ambulance at the hospital.

Child Abuse

  • Child abuse is defined as the non-accidental injury, sexual abuse, exploitation or neglectful treatment or maltreatment of a child by any person under circumstances which indicate that the child’s welfare and safety is harmed.
  • Dreams Park staff is instructed on the right and wrong ways to deal with children and understands that no abuse of any Dreams Park guests will be tolerated.
  • Coaches and staff must continuously monitor campers for signs of abuse, including but not limited to: frequently appearing injuries such as bruises, cuts and/or burns, where the child is unable to provide an adequate explanation of the cause; destructive, aggressive or disruptive behavior; passive, withdrawn or emotionless behavior; and fear of being along with certain individuals.
  • Coaches and staff must immediately report to the Camp Health Director or the Dreams Park Camp Director any observations, suspicions or allegations of child abuse.
  • If a case of child abuse arises, the Camp Health Director will report the event to the NYS Department of Health, State Police and the child’s parents/guardian.

Injury and Illness Reporting

  • Medical: Ask someone to call for the field medics. Identify your location and give a brief description of the condition of the patient. Call for a Dreams Park Director. Do not move the person and stay with the person until help arrives. Assist in controlling the scene so medical personnel and emergency vehicles can access the scene.
  • Fire: Remove yourself and all others from the area. If you believe the fire can be extinguished with a fire extinguisher, you may attempt to do so if you can maintain an escape route. Never go into a burning building. Call for a Dreams Park Health Director.
  • Stay calm.
  • Do not make statements about any incidents to our guests, other employees or to any member of the media.
  • "Do not give medical information about any guest or employee to any person, other than the medical personnel or the Human Resources Director or the Department of Health.

Game Safety

  • Day 2 - Day 6 games as scheduled (weather permitting).
  • Games are to be supervised by no less than four (4) Coaches (at least two (2) from each team) and two (2) umpires.
  • The number of camp coaches far exceeds the required ratio of 1:10, in that the maximum number of team members is approxiately 15 players, all over the age of 8, who must be accompanied by at least two coaches (unless more COaches accompany the team to keep the ratio in compliance with Health Department regulations).
  • The following protective equipment is to be provided by each team and utilized in all active playing situations. Batting helmets, bats and catcher’s equipment (to include mask, chest protector, shin guards, helmet, catcher’s glove and protective cup) and only aluminum bats will be used (no wooden bats). The Baseball Operations Department inspects safety equipment one time each week, prior to the first game of the week. Additional inspections are conducted when necessary.
  • Coaches and umpires are responsible for assuring all campers are wearing proper safety equipment while participating.

Park Hazard Areas

Fencing has been erected around Dreams Park as barriers against dangerous areas and hazards. There are several areas inside and surrounding Cooperstown Dreams Park that are identified as off-limits for campers and guests. These include:

  • Burton Pond and areas immediately surrounding the pond. (Signs are posted)
  • The railroad tracks. (Signs are posted)
  • New York State highway, Route 28, on the west border of Dreams Park. (Guest Services observation)
  • All Maintenance building areas. (Signs are posted)
  • For Safety Reasons: No player, coach, guest or staff members will be allowed to walk across NY State Route 28, while entering/exiting the Park.

Food Protection
The Cooperstown Dreams Park food service plan provides nutritious well-balanced meals, prepared from inspected sources, for all campers, coaches, umpires and staff members. Food preparation and handling activities are reviewed to assure safe and sanitary practices.

General Operations - Maintenance

  • The Village Maintenance staff will clean the bathing facilities numerous times daily.
  • The entire bathing/housing area will be cleaned and inspected by the Village Maintenance staff. These areas shall be inspected by the Director of Village Maintenance upon checkout of the tournament guests and prior to the next tournament of Dreams Park operations.
  • The entire Dreams Park facility will be inspected for damage to power lines, trees, buildings, playing facilities and pathways by the Village and Field Maintenance supervisors under the direction of the Director of Village and Field Maintenance.
  • Trash will be collected around Dreams Park daily.
  • Repairs notes will be prioritized: safety (immediate attention) and cosmetic (regular maintenance schedule).

Off-Site Trips
Cooperstown Dreams Park does not authorize any out-of-camp trips.

Coaches shall ensure only campers who have Parental Authorization and Consent forms signed by the campers' parent or guardian, and on record at Cooperstown Dreams Park, leave the Dreams Park facility. All campers who leave Dreams Park must be checked out using the Checkout Form which is supplied at the Guest Services booths, Village Office and Baseball Operations Center. The Checkout Forms are to be completely executed with the names of the campers clearly printed, the signature of the coach and the signature of the guardian.

In the event that an authorized guardian desires to remove a camper from Cooperstown Dreams Park, the coach must sign the Checkout Form and the guardian must present the Checkout Form to the front gate Guest Services staff with their signature to properly exit or remove the camper. Upon return, the front gate staff will check the camper back in.

Coaches must note their roster of those campers leaving to ensure accountability in the event of an emergency roll call.

SUPERVISION
The safety, training and supervision (STS) obligations and goals of Cooperstown Dreams Park are to have accountability of all campers at all times to ensure a camper is protected from any unreasonable risk to his or her health or safety, including physical or sexual abuse or any public health hazard.

Team Supervision

  • Coaches must be with their team and move as a group at all times and stress order and togetherness by moving as a team. Coaches must have their team roster and Emergency Information sheet on their person at all times. Do not move the team unless all team members are accounted for. If a camper is unaccounted for, Coaches must notify a member of the Dreams Park staff. Coaches should not attempt to form search parties for missing campers.
  • Coaches must be in visual or verbal contact with their campers during activities and must know the whereabouts of their campers at all times.
  • Campers are accounted for by head counts. Other than when team members are bunking for the night, a 1 to 10 ratio of Coaches to campers must be maintained at all times regardless of the activity (baseball, pin trading and media day).
  • In the event a camper needs to visit the Infirmary, a coach or designated member of the Dreams Park staff will escort them to the Infirmary.
  • Clubhouse cleanup will be maintained by the Coaches and the Dreams Park Village Maintenance staff. Daily inspections will be performed by CDP staff members.
  • Coaches shall ensure any camper leaving Dreams Park is signed out utilizing the proper paperwork (Checkout Form) which is supplied at the Guest Services booths, Village Office and Baseball Operations Center.
  • Cooperstown Dreams Park is a vehicular drive-in facility only for safety and security, no persons will be permitted to enter or leave the facility on foot. Guests attempting to walk into or out of Dreams Park will be turned away. Repeat offenders will be barred from entering the grounds. Note: This policy is strictly enforced. Cooperstown Dreams Park is a controlled environment in accordance with New York State Department of Health (Chapter 1 State Sanitary Code, Subpart 7-2, Children's Camps) and for the safety of all guests.
